Storm Water Conservation Easements

The layer shows existing City conservation easements, obtained by the Water Quality program, intended to protect stream and wetland restoration projects implemented by City Storm Water. The easements protect vegetation and have certain restrictions associated with them. Recorded easements can be accessed using the Storm Water Easements layer and going to the Mecklenburg County Register of Deeds website. The dataset was originally created in August 2017 by multiple people (Erin Shanaberger, Alexander Bryant) using CAD files from old projects and shapefiles provided by consultants working (or those that worked) on the included projects. Easements were obtained from 2000-2018; acquisition for new projects is ongoing and we expect to update the dataset ~ once per year.

Kentucky 14-digit Hydrologic Units

The Watershed Boundary Dataset (WBD) is a comprehensive aggregated collection of hydrologic unit data consistent with the national criteria for delineation and resolution. It defines the areal extent of surface water drainage to a point except in coastal or lake front areas where there could be multiple outlets as stated by the "Federal Standards and Procedures for the National Watershed Boundary Dataset (WBD)" “Standard” (https://pubs.usgs.gov/tm/11/a3/). Watershed boundaries are determined solely upon science-based hydrologic principles, not favoring any administrative boundaries or special projects, nor particular program or agency. This dataset represents the hydrologic unit boundaries to the 14-digit (7th level) for the entire state of Kentucky, as well as some intersecting watershed boundaries from bordering states including: Tennessee, Virginia, West Virginia, Ohio, Indiana, Illinois, and Missouri. The naming and numbering conventions follow USGS standards, and were assigned by the Kentucky Division of Water, GIS and Data Analysis Section. At a minimum, the HUs are delineated at 1:24,000-scale in the conterminous United States, 1:25,000-scale in Hawaii, Pacific basin and the Caribbean, and 1:63,360-scale in Alaska, meeting the National Map Accuracy Standards (NMAS). Higher resolution boundaries are being developed where partners and data exist and will be incorporated back into the WBD. WBD data are delivered as a dataset of polygons and corresponding lines that define the boundary of the polygon. WBD polygon attributes include hydrologic unit codes (HUC), size (in the form of acres and square kilometers), name, downstream hydrologic unit code, type of watershed, non-contributing areas, and flow modifications. The HUC describes where the unit is in the country and the level of the unit. WBD line attributes contain the highest level of hydrologic unit for each boundary, line source information and flow modifications. FIRM Data

The National Flood Hazard Layer (NFHL) data incorporates all Flood Insurance Rate Map (FIRM) databases published by the Federal Emergency Management Agency (FEMA), and any Letters of Map Revision (LOMRs) that have been issued against those databases since their publication date. It is updated on a monthly basis. The FIRM Database is the digital, geospatial version of the flood hazard information shown on the published paper FIRMs. The FIRM Database depicts flood risk information and supporting data used to develop the risk data. The primary risk classifications used are the 1-percent-annual-chance flood event, the 0.2-percent-annual-chance flood event, and areas of minimal flood risk. The FIRM Database is derived from Flood Insurance Studies (FISs), previously published FIRMs, flood hazard analyses performed in support of the FISs and FIRMs, and new mapping data, where available. The FISs and FIRMs are published by FEMA. The NFHL is available as State or US Territory data sets. Each State or Territory data set consists of all FIRM Databases and corresponding LOMRs available on the publication date of the data set. The specification for the horizontal control of FIRM Databases is consistent with those required for mapping at a scale of 1:12,000. This file is georeferenced to the Earth's surface using the Geographic Coordinate System (GCS) and North American Datum of 1983.

USACE Section 10 Waters in Kentucky

These data were developed as a subset of the 24k NHD Blueline Streams. An additional field indicating whether the segment falls under the river miles included by USACE in public notice has been added. The National Hydrography Dataset (NHD) is a feature-based database that interconnects and uniquely identifies the stream segments or reaches that make up the nation's surface water drainage system. NHD data was originally developed at 1:100,000-scale and exists at that scale for the whole country. This high-resolution NHD, generally developed at 1:24,000/1:12,000 scale, adds detail to the original 1:100,000-scale NHD. (Data for Alaska, Puerto Rico and the Virgin Islands was developed at high-resolution, not 1:100,000 scale.) Local resolution NHD is being developed where partners and data exist. The NHD contains reach codes for networked features, flow direction, names, and centerline representations for areal water bodies. Reaches are also defined on waterbodies and the approximate shorelines of the Great Lakes, the Atlantic and Pacific Oceans and the Gulf of Mexico. The NHD also incorporates the National Spatial Data Infrastructure framework criteria established by the Federal Geographic Data Committee.

OPERA Dynamic Surface Water eXtent Vectors from Sentinel-1 (DSWx-S1) for the Washington Atmospheric River December 2025

Note: this data is a subset of the original data converted into vectors. This data is not comprehensive for this response and represents the most recent data deliveries. Additional data can be found here. Summary: The Advanced Rapid Imaging and Analysis (ARIA) and Observational Products for End-Users from Remote Sensing Analysis (OPERA) teams at NASA's Jet Propulsion Laboratory and California Institute of Technology created maps of surface water extent impacted by the flooding caused by Atmospheric Rivers in the Pacific Northwest starting on December 8, 2025 using the OPERA Dynamic Surface Water Extent from Sentinel-1 (DSWx-S1).  The results posted here are preliminary and unvalidated results, primarily intended to aid the field response and provide a rough first look at the inundation extent. The ARIA-share website has always focused on posting preliminary results as fast as possible for disaster response. All information is provisional for use under emergency response guidelines. These data are provided with absolutely no warranty of any kind. Use at your own risk. This data has been vectorized into polygons from its original version: OPERA DSWx-S1 The OPERA DSWx-S1 was used to identify surface water for the flooding event. The images provided are a mosaic of OPERA DSWx-S1 products, producing a composite image for each date. The mosaicking applied prioritized pixels classified as open surface water and inundated vegetation to preserve water pixels in regions of product granule overlap. The images are provided as GeoTIFF files. Water (WTR) Layer Description: Masked interpreted water classification layer. This represents pixel-wise classification into one of three water classes (not water, open water and inundated vegetation), masks (HAND mask and layover/shadow mask), or no data classes. Water (WTR) Layer Values: 0: Not Water - an area with valid data that is not open water (class 1), inundated vegetation (class 3), height above nearest drainage masked (class 250), or layover/shadow masked (class 251). Masking can result in "not water" (class 0) where land cover masking is applied (suggested color: #ffffff) 1: Open Water - an area that is entirely water and unobstructed to the sensor, including obstructions by vegetation, terrain, and buildings. (suggested color: #0000ff) 3: Inundated vegetation - an area that is considered inundated, extracted from the high value in dual polarization ratio and the wetland class in land cover map. (suggested color: #00ff00) 250: Height Above Nearest Drainage (HAND) masked - an area where topographic height is higher than the HAND threshold (suggested color: #c8c8c8) 251: Layover/shadow masked - an area identified as layover or shadow computed from the geometry of the digital elevation model and sensor. The area is directly copied from input burst RTC-S1 products (suggested color: #808080) 255: No data (suggested color: transparent) Satellite/Sensor: Synthetic Aperture Radar (SAR) instrument on European Space Agency's (ESA) Sentinel-1A/C satellite. Resolution: 30 meters OPERA DSWx-S1 data availability The post-processed products are available to download at https://aria-share.jpl.nasa.gov/20251210-PacificNorthwest-AtmRiver/DSWx-S1//. The OPERA DSWx-S1 products have been in production since September 2024, are freely distributed to the public via NASA's Physical Oceanography Distributed Active Archive Center (PO.DAAC), and can be downloaded through NASA's Earthdata search. Flood detection using Sentinel-1 Synthetic Aperture Radar for the Washington Atmospheric River December 2025

Dates of Images: Post-Event: Dec 10, 2025 Pre-Event: Dec 7, 2025 Date of Next Image: Dec 11, 2025 Summary: We developed a rapid-response workflow to map flooded areas during this emergency event using multi-temporal Sentinel-1 SAR data. Sentinel-1’s SAR backscatter characteristics are particularly effective for detecting surface water: water surfaces typically exhibit low backscatter, whereas non-water areas show higher backscatter. Leveraging this physical property, we distinguished between water and non-water surfaces from both pre- and post-flood observations. To highlight flood-induced surface changes, we computed the differenced co-polarized VV backscatter (dVV = VV_post – VV_pre). This change detection technique enhances the visibility of newly inundated areas. We then applied a simple threshold to the dVV image to separate flooded from non-flooded areas. Suggested Use: The final output is a binary raster product, where pixels with a value of 1 represent flooded areas (dark blue color). A permanent water body layer and a binary layer incorporating land cover are also included. Storm Drain Marker Installations

Storm Drain Marker Installations is a data layer showing where storm drain markers were installed on storm sewer catchments. Markers indicate that the sewer catchments drain to the Chesapeake Bay watershed and to report pollution to DC's 311 service line. Markers are installed by DOEE and volunteer groups. This dataset should not be considered as a complete capture of all DC storm drains. There are some storm drains that are knowingly not included within this layer. Catchbasin ID refers to DC Water's ID for each storm drain.

CONUS404

CONUS404 is a unique, high-resolution hydro-climate dataset appropriate for forcing hydrological models and conducting meteorological analysis over the conterminous United States. CONUS404, so named because it covers the CONterminous United States for over 40 years at 4 km resolution, was produced by the Weather Research and Forecasting (WRF) model simulations run by NCAR as part of a collaboration with the USGS Water Mission Area. The CONUS404 includes 42 years of data (water years 1980-2021) and the spatial domain extends beyond the CONUS into Canada and Mexico, thereby capturing transboundary river basins and covering all contributing areas for CONUS surface waters. The CONUS404 dataset, produced using WRF version 3.9.1.1, is the successor to the CONUS1 dataset in ds612.0 (Liu, et al., 2017) with improved representation of weather and climate conditions in the central United States due to the addition of a shallow groundwater module and several other improvements in the NOAH-Multiparameterization land surface model. It also uses a more up-to-date and higher-resolution reanalysis dataset (ERA5) as input and covers a longer period than CONUS1.

KDFWR SWAP 2023 Aquatic Catchments

Vector NHDPlusV2 catchments. Attributes include Pour_FL_T_days, which show total mean annual instream travel time of water, in days, from each catchment to its pourpoint downstream under fully natural conditions (i.e. without dams); Pour_T_days show travel time to pour point under existing conditions with residence time at dams included; and Pour_Pct_Nat, which shows deviation from natural flow time (dammed flow time/natural flow time). Also includes cumulative scores of stratified habitat priorities downstream, weighted by proximity and relative contribution of flow, both for all SGCN species as well as broken down by taxa (K1ADS1pSD_t3da25,K1ADS1pSD_Amp_t3da25 for Amphibians, K1ADS1pSD_Biv_t3da25 for Bivalves, etc). As with flowline attributes, ‘AK6’ at the beginning of the attribute column name indicates the results stratified by HUC6 (AK6_pSD_t3da25, AK6_pSD_Amp_t3da25, etc). Drainages

Drainages (watershed subbasins) The subbasin delineations were based off Napa County's prior planning subbasins (https://www.napacounty.gov/DocumentCenter/View/2635/Napa-County-Watershed-Map-PDF).This layer was made by Environmental Science Associates (ESA) as part of Napa County's 2025 Baseline Data Report.  High quality Digital Elevation Model's (DEM) were combined to fully delineate subbasins. The Napa County Streams layer was used to burn streams into the DEM to ensure that subbasin delineations were consistent with the County's streams layer. Raw catchments generated with the ArcGIS Pro hydrology toolset were subsequently merged together as necessary to adhere to original planning drainages. In cases where planning drainages were subdivided in greater detail then was delineated in the raw catchment layer, ESA defined pour points to manually delineate planning drainages using the "Subwatershed Delineation" geoprocessing tool. ESA worked with the County to identify areas requiring additional refinement, and further refined delineation based on a review of the delineation against satellite imagery, Google Earth Street View, and the DEM"s contour/ hillshade.

2512_opera_dswx_s1

OPERA DSWx-S1 The OPERA DSWx-S1 was used to identify surface water for the flooding event. The area is directly copied from input burst RTC-S1 products (suggested color: #808080) 255: No data (suggested color: transparent) Water Gain Description: Water gain classification layer. This represents pixel-wise classification into water gain and no change/water loss, as well as no data classes. Water Gain Layer Values:0: No Change or Water Loss- an area that had no change (e.g., open water in both images) or water loss (e.g., open water to not water). Masked pixels from HAND and Layover/Shadow are set to No data. (suggested color: #ffffff) 1: Water Gain - an area that gained water in the most recent image. This includes change from Not Water to Inundated Vegetation, Not Water to Open Water, and Inundated Vegetation to Open Water. (suggested color: #ff15e4) Satellite/Sensor: Synthetic Aperture Radar (SAR) instrument on European Space Agency's (ESA) Sentinel-1A/C satellite.
