Dataset previews no longer wait for the night

• Previews all day. Dataset thumbnails used to be drawn only between 01:00 and 05:00 Nairobi time, and only when no harvest was running. They now run around the clock, with the missing ones picked up every hour. A dataset needs a preview before it can be published, so new data reaches the index much sooner.
• Harvests no longer block everything else. Harvests have their own job slots. Thumbnails, enrichment, search indexing and sync run in separate slots, so a long harvest can't hold them up.
• Location and description every hour. Datasets missing a location or description are now enriched every hour instead of once a night.
• Staff settings. Data Discovery settings show two limits: Harvests running at once and Other jobs running at once.
