OrionAI can list all of its map tools again

A fix for Map Studio's OrionAI, which could fail to look up its analysis tools when one of them was among the matches.
Changes since 2.10.0.

- Tool lookup. In Map Studio, OrionAI could fail to list its analysis tools when the surface interpolation tools were among the matches, so it had to work without seeing them. It now lists every tool.
