Data jobs pick up straight after a restart

Background data jobs interrupted by a restart go straight back to work instead of waiting 15 minutes.

  • No stall after a restart. When Orion Core restarted in place, jobs it had been running (harvests, previews, enrichment) were left looking busy. They held their job slots for 15 minutes until they timed out. They now go straight back into the queue and resume within seconds.
