Orion's own datasets publish under CC BY 4.0

#Changed

• CC BY 4.0 for hosted datasets with no licence. Datasets hosted on OrionGIS that came without a licence now carry Creative Commons Attribution 4.0, so they can be published and found in search. Owners and stewards can still set a different licence. Before this, almost all of them were held back only because they had no licence.

#Fixed

• AI search keeps learning new datasets. The step that prepares datasets for AI search stopped whenever a dataset had a column with no name, so no new datasets were added to AI search. It now skips unnamed columns.
• Portals need a harvester before they go live. A portal OrionGIS can't yet read could be switched on, and it then failed every night. Switching one on now explains that it has no harvester yet. Two such portals were paused again and their queued harvests cancelled.
