Keep AI available during complex file previews

• Complex file geometry is processed in disposable workers, with a hard timeout and memory limit. A stuck simplification no longer blocks the AI service.
• Slow streaming downloads and sampling have overall time budgets. A source that keeps sending tiny amounts of data cannot occupy a reader indefinitely.
• API and background file readers share a concurrency cap to protect the serving process.
