Copying open data into your workspace works again

Fixes "Loading failed on the OrionGIS side" when copying an open dataset into your workspace, and a signup failure with the same cause.

Copy into my workspace. Copying an open dataset (for example a county's restaurant inspections from data.gov) could fail with "Loading failed on the OrionGIS side". The publisher's data was fine: OrionGIS's own connection to its storage had expired and was not renewed. It now renews itself and retries, so the copy goes through.
Signup. New accounts could fail to be created for the same reason. Fixed by the same change.
