Downloading a dataset counts as activation

Changes since 1.30.1.

#Improved

• Downloads count as activation. For many data users the download is the whole job. Downloading a dataset now counts as activation in Orion Central's activation rate (staff only), alongside saving a map, publishing a form and building a dashboard. It already showed as its own step in the funnel.
• Emails follow suit. New accounts whose first result is a download get the "you're up and running" email instead of more getting-started tips, and older accounts that have downloaded data are no longer sent win-back emails. The "you're up and running" email no longer assumes you have a map.
