Boundary credit on dataset pages

A mapped table's page names the boundaries it is drawn on and their licence, and the staff gazetteer page treats share-alike sets as usable.

Boundaries row. Under Details, a mapped table now shows which boundaries it is drawn on, with their credit and licence.

#Improved

Gazetteer page (staff). Share-alike sets are now marked usable, with a reminder to label downloads, instead of "replace". "Other (Open)" is shown by name.
