Digital Inclusion Internet Investments

This data are sites where there is public investment to provide free internet in the community. This project starts with Access Charlotte sites but may include the County’s Park Wi-Fi projects in the future. The intent of this data is to track account activation at different sites and facilitate communication between the City of Charlotte, Center for Digital Equity, Spectrum, Property Owners, and Property Managers participating in this effort. It also shares the location and key information of the sites with the public. The information will be regularly updated as changes occur. There are two related tables in development. One is the CDE’s Hubspot data around engagement and another from Spectrum with enrollment data which they will submit every 6 months.

ACS Internet Access by Income Variables - Centroids

Retirement Notice: This item is in mature support as of February 2026 and will retire in December 2027. A new version of this item is available for your use. Esri recommends updating your maps and apps to use the new version. This layer shows computer ownership and internet access by income group. This is shown by tract, county, and state centroids. This service is updated annually to contain the most currently released American Community Survey (ACS) 5-year data, and contains estimates and margins of error. There are also additional calculated attributes related to this topic, which can be mapped or used within analysis. This layer is symbolized to show the count and percent of households without a broadband internet subscription. To see the full list of attributes available in this service, go to the "Data" tab, and choose "Fields" at the top left.  Vintage: 2019-2023ACS Table(s): B28004Data downloaded from: Census Bureau's API for American Community Survey Date of API call: December 12, 2024National Figures: data.census.gov  The United States Census Bureau's American Community Survey (ACS):About the Survey   Geography & ACS   Technical Documentation   News & Updates   This ready-to-use layer can be used within ArcGIS Pro, ArcGIS Online, its configurable apps, dashboards, Story Maps, custom apps, and mobile apps. Data can also be exported for offline workflows. For more information about ACS layers, visit the FAQ. Please cite the Census and ACS when using this data. Data Note from the Census:  Data are based on a sample and are subject to sampling variability. The degree of uncertainty for an estimate arising from sampling variability is represented through the use of a margin of error. The value shown here is the 90 percent margin of error. The margin of error can be interpreted as providing a 90 percent probability that the interval defined by the estimate minus the margin of error and the estimate plus the margin of error (the lower and upper confidence bounds) contains the true value. In addition to sampling variability, the ACS estimates are subject to nonsampling error (for a discussion of nonsampling variability, see Accuracy of the Data).  The effect of nonsampling error is not represented in these tables. Data Processing Notes:This layer is updated automatically when the most current vintage of ACS data is released each year, usually in December. The layer always contains the latest available ACS 5-year estimates. It is updated annually within days of the Census Bureau's release schedule. Click here to learn more about ACS data releases. Boundaries come from the US Census TIGER geodatabases, specifically, the National Sub-State Geography Database (named tlgdb_(year)_a_us_substategeo.gdb). Boundaries are updated at the same time as the data updates (annually), and the boundary vintage appropriately matches the data vintage as specified by the Census. These are Census boundaries with water and/or coastlines erased for cartographic and mapping purposes. For census tracts, the water cutouts are derived from a subset of the 2020 Areal Hydrography boundaries offered by TIGER. Water bodies and rivers which are 50 million square meters or larger (mid to large sized water bodies) are erased from the tract level boundaries, as well as additional important features. For state and county boundaries, the water and coastlines are derived from the coastlines of the 2023 500k TIGER Cartographic Boundary Shapefiles. These are erased to more accurately portray the coastlines and Great Lakes. The original AWATER and ALAND fields are still available as attributes within the data table (units are square meters). The States layer contains 52 records - all US states, Washington D.C., and Puerto Rico Census tracts with no population that occur in areas of water, such as oceans, are removed from this data service (Census Tracts beginning with 99). Percentages and derived counts, and associated margins of error, are calculated values (that can be identified by the "_calc_" stub in the field name), and abide by the specifications defined by the American Community Survey. Field alias names were created based on the Table Shells file available from the American Community Survey Summary File Documentation page. Negative values (e.g., -4444...) have been set to null, with the exception of -5555... which has been set to zero. These negative values exist in the raw API data to indicate the following situations:The margin of error column indicates that either no sample observations or too few sample observations were available to compute a standard error and thus the margin of error. A statistical test is not appropriate. Either no sample observations or too few sample observations were available to compute an estimate, or a ratio of medians cannot be calculated because one or both of the median estimates falls in the lowest interval or upper interval of an open-ended distribution.   The median falls in the lowest interval of an open-ended distribution, or in the upper interval of an open-ended distribution. A statistical test is not appropriate. The estimate is controlled. A statistical test for sampling variability is not appropriate.   The data for this geographic area cannot be displayed because the number of sample cases is too small.

Licensed Contractors

The Licensed Contractors dataset contains all contractors currently licensed by the City of Boulder, including General Contractors for construction projects, Electrical Contractors, Mechanical Contractors, Plumbing Contractors, Right of Way Contractors, Fire Contractors, Tree Contractors, Sign Contractors and Rental Housing Licensed Inspectors. All contractors who are issued a license have provided proof of certifications and insurance as required by City of Boulder Municipal Code to qualify for that type of license. Work completed through a permit in the City of Boulder requires a licensed contractor. Contractor Licenses are valid for a one-year period. Licensed Contractors are required to carry General Liability Insurance and Workers’ Compensation if they have employees, as well as valid certifications as required by license type. A license in an “issued” status is current with all requirements and will be able to apply for permits and schedule required inspections. A license in “insurance expired” status may still be in their annual license period; however, they will not be able to apply for permits or schedule inspections on existing permits due to expired insurance. Insurance policies often run on a different annual term than a contractor’s license. Once an updated policy is submitted to the city, the contractor’s license will be updated to “issued” status. It is the responsibility of the contractor to maintain the insurance requirements for the City of Boulder. CarrierOfLastResortAreasPSC

This polygon dataset identifies Carrier of Last Resort (COLR) obligation areas resulting from the Nebraska Public Service Commission's (PSC) NUSF-148 proceedings. Each polygon represents a whole exchange with no COLR transfers or partial-exchange geography within which COLR obligations and associated Nebraska Universal Service Fund (NUSF) high-cost support, funded through the NUSF-139 High Cost mechanism, have been transitioned from an incumbent local exchange carrier (ILEC) to a different ILEC, or to a competitive local exchange carrier (CLEC). The dataset was constructed by overlaying the PSC ILEC Exchange Boundaries layer with the approved NUSF-148 Transition Application Areas. Each NUSF-148 area only supersedes COLR obligation for the specific extent approved by the Commission within one or more exchanges; it does not equal, replace, or redraw the full exchange, and it does not transfer any other ILEC role or obligation for the exchange. Existing ILEC exchange boundaries are unchanged by these Orders and remain the boundary of record for all other purposes (e.g., Neb. Rev. Stat. Section 86-135 boundary-change proceedings, and the Telecommunications Exchange Deregulation Act, LB311, analysis). Resulting polygons are attributed and grouped hierarchically by (1) the new COLR carrier assuming the obligation, then (2) the ILEC/carrier from which the obligation was transferred, within (3) the affected exchange(s).

Local Exchange Carriers

Telephone exchanges in Kentucky define a geographic area in which telephone prices and services are the same. This may be referred to as a rate area. The concept of exchange area is based on geography and regulation, not equipment . An exchange area polygon has only one operating company, which may be referred to as a local telephone company or incumbent local exchange carrier (ILEC or LEC). Area Codes and LATAs (Local Access Transport Area, which is the area local telephone companies are permitted to offer local or long distance telecommunications services), are defined by grouping exchange areas. Black Marble Day/Night Band (BRDF-Corrected) for Hurricane Milton, October 2024

Date of Image: Pre-Event: September 2024 Post-Event: October 10, 2024 - October 18, 2024 Summary: These Black Marble Day-Night Band (BRDF-Corrected) images were created by the NASA Black Marble Science team. The images corrected for atmospheric, terrain, lunar BRDF, and straylight effects, and directly measures light intensity on the ground in units of nanowatts/(steradian centimeter squared). The images are scaled from 0 - 30, and show the impact of Hurricane Milton on electric grids in the Southeast US. The baseline image is from September 2024, a cloud-free, moon-free composite, and the “after" image from October 10, 2024. There is a layer to display where clouds are present. This comparison between the images is meant as a visual assessment of outage impacts from Francine to aid various partners who are working to deliver emergency aids to local communities. Power outage maps like these help disaster response efforts in the short-term as well as long-term monitoring during the crucial stages of disaster recovery. Suggested Use: NASA's Black Marble Nighttime Light product suite is a state-of-the-art daily global collection of standard products for monitoring nighttime lights (NTL). Utilizing the Visible Imaging Radiometer Suite (VIIRS) Day/Night Band (DNB) aboard the Suomi-NPP, NOAA-20, and NOAA-21 satellites. The image is in inferno color scale. Yellow represents presence of more light; dark blue less lights. Grey represents cloud cover.
