Dataset versions on pages and in notifications

Dataset pages show the current version, the notification bell says which kind of update arrived, and versions are available at /api/data/<id>/versions.

- Version on dataset pages. Once a dataset has changed, Details shows its version, the date of that version, and whether it changed at its source or was re-processed by Orion Terrametrics.
- Versions API.
/api/data/<id>/versionslists a public dataset's versions, newest first.

- Notifications. For a followed dataset, the bell shows New version (with its number) for a re-processed version, and Removed at its source when the publisher stops listing it.
- Docs. Follow places, themes and datasets covers the new notices. Find data in the catalogue covers versions.
